Absent of state sales or income tax, funding for public services in Alaska is derived from oil and gas industry revenue that is directed into the Alaska Permanent Fund\u2014a $44 billion state savings account, some of which is returned annually to Alaska residents in the form of Permanent Fund Dividends (PFDs). These funds are around $3K per year, per Alaskan, although the exact amount is still one of many unresolved legislative issues as of Friday, July 12 <span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.adn.com\/politics\/alaska-legislature\/2019\/07\/12\/alaska-legislature-ends-effort-to-overturn-dunleavy-vetoes\/\">the legislature ended their effort to overturn the governor\u2019s vetoes<\/a>.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">To fully grasp the implications this has on the fate of the Alaska State Council on the Arts, if you haven\u2019t yet, I urge you to read NASAA President and CEO Pam Breaux&#8217;s <a href=\"http:\/\/www.magnetmail.net\/actions\/email_web_version.cfm?ep=vDEVBcIDOHkt5JXghBr4MdeZLSFpI_BBsU1gRUxKmsaWJHH5hu_W5ReGSrMxOJJk5ab7xWW3bZiIzx2UgPa-ndu96rWzcQWS7H7SFtef6wg~\"><span style=\"font-weight: 400;\">thorough and authoritative summary<\/span><\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">of the situation.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">In conversation with former WESTAF trustee and curator, artist and advocate <a href=\"http:\/\/www.keslerwoodward.com\/\"><span style=\"font-weight: 400;\">Kes Woodward<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, who is central in this fight for the ASCA, the work had previously been laser focused on maintaining the funding. While it may at some point be time to turn to the topic of what might a new arts support infrastructure in Alaska look like, a passionate and dedicated core of arts advocates are <\/span><span style=\"font-size: 16px; color: #333333;\">not <\/span><span style=\"font-size: 16px; color: #333333;\">giving up in Alaska. <span style=\"font-size: 16px; color: #333333;\">We\u2019ve been following the details pretty closely, and noticed the last line in this <a href=\"https:\/\/www.alaskapublic.org\/2019\/07\/11\/artists-call-on-legislature-to-fund-state-arts-council\/\">July 11 Alaska Public Media article:\u00a0<\/a><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><em><span style=\"font-size: 16px; color: #333333;\">\u00ab Si le conseil des arts de l&#039;\u00c9tat ferme ses portes lundi, un porte-parole a d\u00e9clar\u00e9 qu&#039;il rouvrirait. Ce n&#039;est qu&#039;une question de temps. M\u00eame si la l\u00e9gislature ne passe pas outre le veto, elle pourrait toujours financer le conseil gr\u00e2ce au budget d&#039;investissement. \u00bb<\/span><\/em><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">J&#039;ai pos\u00e9 la question \u00e0 Kes. Voici sa r\u00e9ponse \u00e0 midi MDT le dimanche 14 juillet :<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><em><span style=\"font-size: 16px; color: #333333;\">\u00ab La r\u00e9ponse courte est que nous sommes toujours tr\u00e8s optimistes. Nous b\u00e9n\u00e9ficions d&#039;un large soutien bipartisan au sein de l&#039;assembl\u00e9e l\u00e9gislative et nous pensons qu&#039;il y a de bonnes chances qu&#039;une partie de notre financement puisse \u00eatre r\u00e9tablie pour l&#039;exercice fiscal qui vient de commencer sous forme de fonds suppl\u00e9mentaires qui pourraient \u00eatre inclus dans le budget d&#039;investissement. L&#039;assembl\u00e9e l\u00e9gislative doit encore adopter un budget d&#039;investissement avant le 31 juillet et, n&#039;ayant pas r\u00e9ussi \u00e0 passer outre les vetos draconiens du gouverneur, elle a l&#039;intention d&#039;ajouter des fonds de fonctionnement au budget d&#039;investissement ou dans un autre projet de loi de cr\u00e9dits suppl\u00e9mentaires apr\u00e8s cela, pour un certain nombre de domaines qui ont \u00e9t\u00e9 r\u00e9duits. Nous esp\u00e9rons \u00eatre parmi eux et pensons qu&#039;il y a de bonnes chances.\u00a0<\/span><\/em><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><em><span style=\"font-size: 16px; color: #333333;\">Le probl\u00e8me est que ces fonds suppl\u00e9mentaires seraient \u00e9galement sujets \u00e0 veto, ce qui fait qu\u2019il y a actuellement une folle politique en coulisses, dans tous les domaines, pour voir quels fonds suppl\u00e9mentaires le gouverneur serait pr\u00eat \u00e0 ne pas opposer son veto, et quels compromis la l\u00e9gislature devra faire avec lui pour obtenir ces garanties. L\u2019espoir demeure, mais litt\u00e9ralement personne ne sait.\u00a0<\/span><\/em><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">Comme vous le savez peut-\u00eatre, WESTAF a pu financer certaines r\u00e9unions des commissaires de l&#039;ASCA, des efforts de plaidoyer l\u00e9gislatif (au d\u00e9but de la session, leur budget avait en fait \u00e9t\u00e9 r\u00e9duit \u00e0 z\u00e9ro, puis r\u00e9tabli gr\u00e2ce aux efforts de lobbying que nous avons financ\u00e9s), et nous avons \u00e9t\u00e9 impliqu\u00e9s dans la planification de leur fiducie culturelle qui \u00e9tait en cours avant que la situation ne s&#039;aggrave. Compte tenu de la nature complexe et quasi publique de l&#039;ASCA, la pilule est am\u00e8re \u00e0 avaler : l&#039;\u00c9tat \u00e9conomise 14700 000 THB, mais l&#039;agence perd 142,8 millions THB dans ce domaine et dans d&#039;autres fonds de dotation artistique et de fondations priv\u00e9es connexes.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">La WESTAF fera tout son possible pour que l&#039;Alaska reste dans la famille des \u00c9tats participants. Nous sommes l\u00e0 pour apporter notre soutien et notre aide de toutes les mani\u00e8res possibles. Il est sorti favori \u00e0 l&#039;unanimit\u00e9 parmi un groupe de candidats finaux impressionnants et qualifi\u00e9s. Je lui ai parl\u00e9 \u00e0 nouveau avant le jour f\u00e9ri\u00e9 du 4 juillet et j&#039;ai pu confirmer son enthousiasme continu pour cette opportunit\u00e9 et que nos conditions de r\u00e9mun\u00e9ration sont align\u00e9es sur sa r\u00e9flexion. Mike Lange et Tamara Alvarado ont \u00e9galement pu lui parler la semaine derni\u00e8re et nous ont fait un rapport positif. Nous sommes pr\u00eats \u00e0 lui envoyer une lettre d&#039;offre apr\u00e8s avoir parl\u00e9 \u00e0 ses r\u00e9f\u00e9rences, ce qui aura lieu cette semaine. Laurel Sherman a fait un excellent travail dans le cadre de ce processus et le LRT a \u00e9galement donn\u00e9 la priorit\u00e9 aux entrevues et aux discussions pour faire avancer les choses. Une fois qu&#039;il aura accept\u00e9 le poste, je r\u00e9digerai une liste d&#039;objectifs strat\u00e9giques prioritaires similaires \u00e0 ceux que j&#039;ai avec le comit\u00e9 ex\u00e9cutif.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\"><b>APPEL RAO<\/b><\/span><\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">A regular briefing of the Regional Arts Organizations (RAOs) occurred earlier last week. We were visited on the call by Andi Mathis and Michael Orlove from the NEA, who asked the RAOs to share ideas with them about potential guidelines language and\/or process refreshes to the <a href=\"https:\/\/www.arts.gov\/grants-organizations\/partnership-agreements\"><span style=\"font-weight: 400;\">Partnership Agreement Guidelines<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">\u00a0<\/span><span style=\"font-size: 16px; color: #333333;\">and to suggest improvements that could be introduced. The second part of the call was a briefing and an update from me (with input from our Endowment colleagues) about the situation in Alaska. The <a href=\"https:\/\/www.westaf.org\/resources\/careers\/\"><span style=\"font-weight: 400;\">analyst role<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, now posted, has received 9 applications within the last two days, and we&#8217;re hopeful to begin the interview process within the next two weeks. Also, had a good call with data provider Emsi last week, who remain excited and engaged about the potential of our partnership. Seyan, Kelly and I will be attending the <a href=\"https:\/\/conference.economicmodeling.com\/\"><span style=\"font-weight: 400;\">Emsi conference<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">\u00a0<\/span><span style=\"font-size: 16px; color: #333333;\">in Idaho in September.
