Absent of state sales or income tax, funding for public services in Alaska is derived from oil and gas industry revenue that is directed into the Alaska Permanent Fund\u2014a $44 billion state savings account, some of which is returned annually to Alaska residents in the form of Permanent Fund Dividends (PFDs). These funds are around $3K per year, per Alaskan, although the exact amount is still one of many unresolved legislative issues as of Friday, July 12 <span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.adn.com\/politics\/alaska-legislature\/2019\/07\/12\/alaska-legislature-ends-effort-to-overturn-dunleavy-vetoes\/\">the legislature ended their effort to overturn the governor\u2019s vetoes<\/a>.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">To fully grasp the implications this has on the fate of the Alaska State Council on the Arts, if you haven\u2019t yet, I urge you to read NASAA President and CEO Pam Breaux&#8217;s <a href=\"http:\/\/www.magnetmail.net\/actions\/email_web_version.cfm?ep=vDEVBcIDOHkt5JXghBr4MdeZLSFpI_BBsU1gRUxKmsaWJHH5hu_W5ReGSrMxOJJk5ab7xWW3bZiIzx2UgPa-ndu96rWzcQWS7H7SFtef6wg~\"><span style=\"font-weight: 400;\">thorough and authoritative summary<\/span><\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">of the situation.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">In conversation with former WESTAF trustee and curator, artist and advocate <a href=\"http:\/\/www.keslerwoodward.com\/\"><span style=\"font-weight: 400;\">Kes Woodward<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, who is central in this fight for the ASCA, the work had previously been laser focused on maintaining the funding. While it may at some point be time to turn to the topic of what might a new arts support infrastructure in Alaska look like, a passionate and dedicated core of arts advocates are <\/span><span style=\"font-size: 16px; color: #333333;\">not <\/span><span style=\"font-size: 16px; color: #333333;\">giving up in Alaska. <span style=\"font-size: 16px; color: #333333;\">We\u2019ve been following the details pretty closely, and noticed the last line in this <a href=\"https:\/\/www.alaskapublic.org\/2019\/07\/11\/artists-call-on-legislature-to-fund-state-arts-council\/\">July 11 Alaska Public Media article:\u00a0<\/a><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><em><span style=\"font-size: 16px; color: #333333;\">\u201cSi el consejo estatal de las artes cierra el lunes, un portavoz dice que volver\u00e1 a abrir. Esperamos estar entre ellos y creemos que hay buenas posibilidades.\u00a0<\/span><\/em><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><em><span style=\"font-size: 16px; color: #333333;\">El problema es que esos fondos suplementarios tambi\u00e9n estar\u00edan sujetos a veto, por lo que ahora mismo se est\u00e1 llevando a cabo una pol\u00edtica alocada en todos los \u00e1mbitos para ver qu\u00e9 fondos suplementarios estar\u00eda dispuesto a no vetar el gobernador y qu\u00e9 compromisos tendr\u00e1 que hacer la legislatura con \u00e9l para obtener esas garant\u00edas. As\u00ed que la esperanza persiste, pero literalmente nadie lo sabe\u201d.\u00a0<\/span><\/em><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">Como ya sabr\u00e1n, WESTAF pudo financiar algunas reuniones de comisionados de la ASCA, esfuerzos de promoci\u00f3n legislativa (al principio de la sesi\u00f3n, su presupuesto se hab\u00eda reducido a cero, pero luego se restableci\u00f3 gracias a los esfuerzos de cabildeo que financiamos) y participamos en la planificaci\u00f3n de su fideicomiso cultural, que hab\u00eda estado en curso antes de que todo empeorara. Si bien no es el problema principal, tambi\u00e9n es mi deber para con WESTAF brindar un resumen detallado del impacto que esto podr\u00eda tener en el presupuesto de WESTAF en el futuro. Esto potencialmente incluye la p\u00e9rdida de la tarifa de participaci\u00f3n de Alaska para WESTAF y parte de los ingresos por tarifas de productos tecnol\u00f3gicos perdidos en el a\u00f1o fiscal 2020, as\u00ed como una reducci\u00f3n proporcional en la financiaci\u00f3n del NEA RAP en el a\u00f1o fiscal 2021, entre otros impactos que deber\u00e1n abordarse.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">Hay mucho trabajo por delante y, con suerte, mucho que aprender para el futuro de Alaska y para el futuro de la financiaci\u00f3n de las artes regionales. \u00bfQu\u00e9 puedes hacer? We were visited on the call by Andi Mathis and Michael Orlove from the NEA, who asked the RAOs to share ideas with them about potential guidelines language and\/or process refreshes to the <a href=\"https:\/\/www.arts.gov\/grants-organizations\/partnership-agreements\"><span style=\"font-weight: 400;\">Partnership Agreement Guidelines<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">\u00a0<\/span><span style=\"font-size: 16px; color: #333333;\">and to suggest improvements that could be introduced. The second part of the call was a briefing and an update from me (with input from our Endowment colleagues) about the situation in Alaska. Later in the week, I was also able to talk to Todd Stein, fellow RAO ED of the Mid-Atlantic Arts Alliance, on what parallels or lessons exist in the defunding of the Kansas Arts Commission in 2011-2012.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\"><b>PR\u00d3XIMA SESI\u00d3N DE DESARROLLO PROFESIONAL DE SAA<\/b><\/span><\/p>\n<p class=\"p2\"><span style=\"font-size: 16px; color: #333333;\">A continuaci\u00f3n, encontrar\u00e1 una agenda preliminar y algo de informaci\u00f3n para los participantes sobre la pr\u00f3xima reuni\u00f3n de desarrollo profesional de la SAA en Denver del 25 al 26 de julio. The <a href=\"https:\/\/www.westaf.org\/resources\/careers\/\"><span style=\"font-weight: 400;\">analyst role<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, now posted, has received 9 applications within the last two days, and we&#8217;re hopeful to begin the interview process within the next two weeks. Also, had a good call with data provider Emsi last week, who remain excited and engaged about the potential of our partnership. Seyan, Kelly and I will be attending the <a href=\"https:\/\/conference.economicmodeling.com\/\"><span style=\"font-weight: 400;\">Emsi conference<\/span><\/a><\/span><span style=\"font-size: 16px; color: #333333;\">\u00a0<\/span><span style=\"font-size: 16px; color: #333333;\">in Idaho in September.
