ALASKA<\/b><\/span><\/p>\n

Most of you have been closely following the situation in Alaska. Absent of state sales or income tax, funding for public services in Alaska is derived from oil and gas industry revenue that is directed into the Alaska Permanent Fund\u2014a $44 billion state savings account, some of which is returned annually to Alaska residents in the form of Permanent Fund Dividends (PFDs). These funds are around $3K per year, per Alaskan, although the exact amount is still one of many unresolved legislative issues as of Friday, July 12 \u00a0<\/span>the legislature ended their effort to overturn the governor\u2019s vetoes<\/a>.<\/span><\/span><\/p>\n

 <\/p>\n

To fully grasp the implications this has on the fate of the Alaska State Council on the Arts, if you haven\u2019t yet, I urge you to read NASAA President and CEO Pam Breaux’s thorough and authoritative summary<\/span><\/a> <\/span>of the situation.<\/span><\/p>\n

 <\/p>\n

In conversation with former WESTAF trustee and curator, artist and advocate Kes Woodward<\/span><\/a><\/span>, who is central in this fight for the ASCA, the work had previously been laser focused on maintaining the funding. While it may at some point be time to turn to the topic of what might a new arts support infrastructure in Alaska look like, a passionate and dedicated core of arts advocates are <\/span>not <\/span>giving up in Alaska. We\u2019ve been following the details pretty closely, and noticed the last line in this July 11 Alaska Public Media article:\u00a0<\/a><\/span><\/span><\/p>\n

\u201cLa respuesta breve es que todav\u00eda tenemos muchas esperanzas. Contamos con un amplio apoyo bipartidista en la legislatura y creemos que hay buenas posibilidades de que se pueda restaurar parte de nuestra financiaci\u00f3n para el a\u00f1o fiscal que acaba de comenzar en fondos complementarios que podr\u00edan incluirse en el presupuesto de la capital. La legislatura todav\u00eda necesita aprobar un presupuesto de la capital antes del 31 de julio y, al no haber logrado anular ninguno de los vetos draconianos del gobernador, tienen la intenci\u00f3n de agregar fondos operativos en el presupuesto de la capital o en otro proyecto de ley de asignaciones suplementarias despu\u00e9s, para una serie de \u00e1reas que fueron recortadas. Esperamos estar entre ellos y creemos que hay buenas posibilidades.\u00a0<\/span><\/em><\/p>\n

 <\/p>\n

El problema es que esos fondos suplementarios tambi\u00e9n estar\u00edan sujetos a veto, por lo que ahora mismo se est\u00e1 llevando a cabo una pol\u00edtica alocada en todos los \u00e1mbitos para ver qu\u00e9 fondos suplementarios estar\u00eda dispuesto a no vetar el gobernador y qu\u00e9 compromisos tendr\u00e1 que hacer la legislatura con \u00e9l para obtener esas garant\u00edas. As\u00ed que la esperanza persiste, pero literalmente nadie lo sabe\u201d.\u00a0<\/span><\/em><\/p>\n

 <\/p>\n

Como ya sabr\u00e1n, WESTAF pudo financiar algunas reuniones de comisionados de la ASCA, esfuerzos de promoci\u00f3n legislativa (al principio de la sesi\u00f3n, su presupuesto se hab\u00eda reducido a cero, pero luego se restableci\u00f3 gracias a los esfuerzos de cabildeo que financiamos) y participamos en la planificaci\u00f3n de su fideicomiso cultural, que hab\u00eda estado en curso antes de que todo empeorara. Con la naturaleza compleja y cuasi p\u00fablica de la ASCA, es un trago amargo que el estado ahorra $700K, pero la agencia pierde $2.8M en ese y otros fondos relacionados con las donaciones para las artes y fundaciones privadas.<\/span><\/p>\n

 <\/p>\n

WESTAF har\u00e1 todo lo posible para mantener a Alaska en la familia de estados participantes de WESTAF. Estamos aqu\u00ed para brindar apoyo y alivio en todo lo que podamos. En las pr\u00f3ximas semanas, tendr\u00e9 m\u00e1s informaci\u00f3n sobre c\u00f3mo ser\u00e1 exactamente. Si bien no es el problema principal, tambi\u00e9n es mi deber para con WESTAF brindar un resumen detallado del impacto que esto podr\u00eda tener en el presupuesto de WESTAF en el futuro. Esto potencialmente incluye la p\u00e9rdida de la tarifa de participaci\u00f3n de Alaska para WESTAF y parte de los ingresos por tarifas de productos tecnol\u00f3gicos perdidos en el a\u00f1o fiscal 2020, as\u00ed como una reducci\u00f3n proporcional en la financiaci\u00f3n del NEA RAP en el a\u00f1o fiscal 2021, entre otros impactos que deber\u00e1n abordarse.<\/span><\/p>\n

Ha surgido como el favorito un\u00e1nime de un grupo de candidatos finales impresionantes y calificados. Habl\u00e9 con \u00e9l nuevamente antes del feriado del 4 de julio y pude confirmar su continuo entusiasmo por la oportunidad y que nuestros t\u00e9rminos de compensaci\u00f3n est\u00e1n alineados con su forma de pensar. Mike Lange y Tamara Alvarado tambi\u00e9n pudieron hablar con \u00e9l la semana pasada y nos informaron de manera positiva. Estamos listos para enviarle una carta de oferta despu\u00e9s de hablar con sus referencias, lo que suceder\u00e1 esta semana. Laurel Sherman ha hecho un gran trabajo al dirigir este proceso y el LRT tambi\u00e9n prioriz\u00f3 las entrevistas y el debate para que esto siga avanzando. \u00a1Esperamos poder anunciarlo pronto! A regular briefing of the Regional Arts Organizations (RAOs) occurred earlier last week. We were visited on the call by Andi Mathis and Michael Orlove from the NEA, who asked the RAOs to share ideas with them about potential guidelines language and\/or process refreshes to the Partnership Agreement Guidelines<\/span><\/a><\/span>\u00a0<\/span>and to suggest improvements that could be introduced. The second part of the call was a briefing and an update from me (with input from our Endowment colleagues) about the situation in Alaska. Later in the week, I was also able to talk to Todd Stein, fellow RAO ED of the Mid-Atlantic Arts Alliance, on what parallels or lessons exist in the defunding of the Kansas Arts Commission in 2011-2012.<\/span><\/p>\n

ZAPP<\/b><\/span><\/p>\n

El equipo de ZAPP se ha centrado en el lanzamiento de la versi\u00f3n para artistas con capacidad de respuesta m\u00f3vil. Ha habido algunas demoras por parte de nuestro desarrollador externo, pero la fecha de lanzamiento prevista sigue siendo el 1 de agosto. Adem\u00e1s, hemos completado el cambio a nuestro nuevo procesador de pagos, Braintree, y estamos trabajando en la reconfiguraci\u00f3n de nuestro proceso de conciliaci\u00f3n interno para alinearlo con este nuevo sistema.\u00a0<\/span><\/p>\n

El equipo de CaFE est\u00e1 trabajando en una versi\u00f3n digital actualizada del formulario de solicitud de llamadas para que los clientes existentes lo completen cuando quieran agregar nuevas llamadas. Seguimos investigando y elaborando especificaciones preliminares para una mejora de la integraci\u00f3n financiera que nos ayudar\u00e1 a realizar un mejor seguimiento de la informaci\u00f3n de las cuentas de los clientes y de las tarifas adeudadas dentro del sistema de CaFE.\u00a0<\/span><\/p>\n

TU LO JUZGAS<\/b><\/span><\/p>\n

YJI envi\u00f3 su primer aviso anunciando el cierre del sistema antes del 1 de septiembre de 2019. El equipo est\u00e1 trabajando con los clientes existentes para hacer la transici\u00f3n a otros servicios de WESTAF desde ahora hasta el final del a\u00f1o fiscal.\u00a0<\/span><\/p>\n

CVSUITE<\/b><\/span><\/p>\n

We’ve revamped the CVSuite Manager role to a data analyst position, as we were not receiving the quality of applications desired. The analyst role<\/span><\/a><\/span>, now posted, has received 9 applications within the last two days, and we’re hopeful to begin the interview process within the next two weeks. Also, had a good call with data provider Emsi last week, who remain excited and engaged about the potential of our partnership. Seyan, Kelly and I will be attending the Emsi conference<\/span><\/a><\/span>\u00a0<\/span>in Idaho in September. We have a good strategy with CVSuite but we are still short of a full team to execute it until we have a CVSuite Analyst in place along with our new Director of Public Policy.<\/span><\/p>\n
